In a nutshell the bail out or stimulus bill, creates something called the Recovery Accountability and Transparency Board — the RAT Board

Congress has given the RAT Board the authority to ask “that an inspector general conduct or refrain from conducting an audit or investigation.” If the inspector general doesn’t want to follow the wishes of the RAT Board, he’ll have to write a report explaining his decision to the board, as well as to the head of his agency (from whom he is supposedly independent) and to Congress.

So now they can make it very hard to look into what they are doing. . . . ya, that is Transparency all right. Obama and friends have just make it easier for corruption to keep growing in DC. . . They can now ask you to halt an investigation or send you after their political enemy. . . more partisan games.

Way to go Obama. How to bring Chicago level corruption to the rest of us. Guess that answers why they didn't want folks reading this before they passed it. Who knows what else they have buried in this mess. . . we will find out. . . .
